2025 Net Zero Whole Life Carbon Roadmap Progress Report

This report reviews progress in the six years following the 2018 baseline of the Roadmap. It presents the operational carbon, embodied carbon, and F-gar emissions of the entire UK domestic, non-domestic, and infrastructure stock based on reported data, for comparison against the progress determined to be necessary by the original roadmap.

2023 Net Zero Whole Life Carbon Roadmap Progress Report

The Progress Report looks at how much progress has been made in the four years since the 2018 baseline set by the Roadmap. It covers the operational carbon, embodied carbon, and F-gas emissions of the entire UK domestic, non-domestic, and infrastructure stock, using reported data to see how we compare goals and targets set out in the Roadmap.

Overall, the report provides insight into how well the sector has reduced emissions -or not-  over the past 4 years. It also includes comments on the challenges we face due to a lack of supportive policies or industry actions needed to follow the Roadmap’s pathway to net zero.

Key Progress statistics

Annual shortfall in emissions reductions in 2022

The shortfall in emission reductions amounted to 11 MtCO2e. This is equivalent to the annual emissions of 6.5 million cars or heating nearly 5 million homes this winter.

Reduction in overall emissions

Emissions in the UK built environment decreased by 13% from 2018 to 2022, falling short of the required 19% reduction identified by the Roadmap.

Reduction needed over the next two years

To get back on track, we need a 12% reduction in emissions by 2025, equating to a 21 MtCO2e decrease annually. This requires nearly double the current decarbonization rate over the next two years.
