UK Climate Resilience Roadmap Stakeholder Action Plans
Climate resilience is a shared responsibility
The UK Climate Resilience Roadmap was developed by UKGBC in collaboration with a wide range of organisations across the built environment sector. It responds to the growing need to prepare the UK’s buildings, infrastructure and places for the impacts of climate change, while supporting long-term investment, economic resilience and thriving communities.
Recognising that organisations influence resilience in different ways, the Stakeholder Action Plans translate the industry goals into practical actions for eight key stakeholder groups, recognising the different roles each has in strengthening climate resilience.

What is the purpose of the Stakeholder Action Plans?
The Stakeholder Action Plans provide clarity on the role and shared responsibilities that each stakeholder has in strengthening resilience. Rather than prescribing a single sequence of actions, the action plans encourage organisations to understand their role within the wider system, prioritise actions relevant to their greatest risks and opportunities, collaborate across the value chain and continuously improve as climate risks, evidence and best practice evolve.
Actions are aligned to maturity level, meaning that whether your organisation is just starting to understand climate resilience, or is further along on the journey, the next step is clear.

Consultation
Five virtual workshops were held, followed by one in-person cross-stakeholder workshop to inform the actions in the UKGBC Climate Resilience Roadmap: Stakeholder Action Plans. Once drafts were created, an open consultation was held in May 2026 to share progress and gather comments from the wider built environment sector.
The draft Stakeholder Action Plans were also shared with project partners for comment, and a series of interviews were conducted to ensure feedback was obtained from representatives of all eight stakeholder groups.
UKGBC has since reviewed the feedback, which ranged from high-level observations to more specific detailed suggestions.
Consultees were in support of the actions being tailored to more specific roles within each stakeholder group, the breadth of themes addressed, and the accessibility of the actions.
Consultees suggested that the alignment of timeframes with the planning and delivery of work could be a helpful improvement. There was also feedback on the , the flow, readability, and visual format of the plans.

Following the consultation, we focused on:
– Improving clarity and conciseness
– Reviewing suggested timeframes and allocations of actions to timeframes
– Developing implementation guidance
– Increasing emphasis on immediate actions
